FACTS OF THE CASE:
In February, the Ethiopian government released thirty-nine students who were among eighty-five Eritrean students detained at an Ethiopian military base in southeast Ethiopia when hostilities broke out between the two countries in May 1998. While most of the students were released in January, the remaining students were flown home on 14 February 1999.
The students were taking part in a bilateral exchange program sponsored by the governments of Eritrea and Ethiopia. On 3 July 1998, the Eritrean government permitted the Ethiopian exchange students in Eritrea to return home, while the Ethiopian government detained the Eritrean students, citing issues of national security.
No further action is requested.
