FACTS OF THE CASE:
Liu Gang, physics student, prominent dissident, and prisoner of conscience, surfaced in the U.S. on 1 May 1996. Liu spent 6 years in prison for his prodemocracy activities during the 1989 Tiananmen demonstrations. Following his release, he was still subject to two years deprivation of political rights from his original sentence. During that time, he was obligated to report his thoughts and activities every week to the local police. Along with many other political dissidents, in September 1995 Liu was arrested in the lead-up to the United Nations Fourth World Conference on Women hosted by China. He was held for 15 days for breaching post- release conditions. During a 10 May meeting with AAAS staff, Liu stated that he was forced to flea China due to the constant harassment of his friends and family by police and the threat of possible reimprisonment for himself.
