Letter of Appeal from the AAAS Committee on Scientific Freedom and Responsibility

Dear Sr. Fiscal General:

The American Association for the Advancement of Science (AAAS) is the largest organization of natural and social scientists in the United States and the world's largest federation of scientific organizations, with 143,000 members and 275 affiliated groups. Our AAAS Committee on Scientific Freedom and Responsibility was formed in 1976 to protect the human rights of scientists and to deal with issues relating to scientific freedom worldwide.

On behalf of the Committee, we are writing to express our concern about the detention and reported ill treatment of Dr. Oscar Elias Biscet, a physician, and the continued detention and relocation of prisoner of conscience Marta Beatriz Roque Cabellos, an economist. We have not yet received a reply to the Committee's previous inquiries dated 14 May 1998, 11 September 1998, 5 October 1998, and 12 November 1998.

It is our understanding that on 14 August 1999, while visiting dissidents who took part in a fast in support of political prisoners in the town of Pedro Betancourt, Dr. Biscet was detained by security forces along with 20 others. He was reportedly held at a provincial station in the old town of Jorellanos where he was ill treated. We are deeply troubled by Dr. Biscet's assertion that he was beaten about the face and shoulders, kicked in the ankles, burned with a cigarette on his elbow, forced to strip, and threatened with longer detention if he continued his involvement with political opposition activities.

We are also concerned about Ms. Roque who was arrested on 16 July 1997 reputedly for membership in the Internal Dissidents' Working Group for the Analysis of the Cuban Socio-Economic Situation. We are aware that she was charged with sedition on 15 October 1998 and sentenced to five years in prison after having been detained for one year without charge or trial.

It is our understanding that in September, Ms. Marta Beatriz Roque was transferred from a military hospital where she was being treated for stomach ailments to a "rest home" operated by state security officials. We fear that the transfer is intended to prevent Ms. Roque from having contact with other dissidents and members of the press.

We would like to point out that the detention and ill treatment of Dr. Biscet and the continued detention and relocation of Ms. Roque constitute serious violations of the internationally accepted human rights standards promulgated in the Universal Declaration of Human Rights (adopted without opposition by the United Nations General Assembly on 10 December 1948), including the right to life, liberty, and security of the person, and the right to freedom of thought, conscience, and religion.

The Committee calls on the Cuban government to undertake a full and impartial investigation into the torture and ill-treatment of Dr. Biscet. We urge you to release Ms. Roque on the grounds that she is a prisoner of conscience and is suffering from ill health. We request that until Ms. Roque is released she be returned to Manto Negro Prison where her living conditions are reputed to be better.

La AAAS, con 275 organizaciones científicas afiliadas y 143,000 miembros individuales, es la organización mas grande de científicos en Estados Unidos de América y la federación de organizaciones científicas mas grande del mundo. La AAAS publíca la revista Science y se preocupa no sólo de los problemas directos de la ciencia sino también del papel de la ciencia en el mundo, así como de los derechos y las responsabilidades de los científicos. El Comité para la Libertad y Responsabilidad Científica de la AAAS, formado en 1976, vela a nivel mundial por la defensa de los derechos humanos de los científicos, incluyendo ingenieros y profesionales de la salud. El trabajo del Comité se basa en la Declaración Universal de Derechos Humanos, adoptada por las Naciones Unidas en 1948.

En nombre del Comité nos dirigimos a usted para hacerle saber nuestra preocupación sobre la detención y el mal tratamiento del Dr. Oscar Elias Biscet, un médico, y la detención y el reacomodo de la prisionera de conciencia Marta Beatriz Roque Cabellos, una economista. El Comité todavía no ha recibido respuestas a nuestras cartas previamente escritas sobre estos casos fechadas el 14 de mayo del 1998, 11 de septiembre del 1998, 5 de octubre del 1998, y 12 de noviembre del 1998.

Es nuestro entender que en el 14 de agosto del 1999, mientras que visitaba a disidentes que tomaron parte en un ayuno en apoyo de prisioneros políticos en el pueblo de Pedro Betancourt, el Dr. Biscet fue detenido por las fuerzas armadas de seguridad junto con 20 otros. Él estaba supuestamente cautivo en una estación provincial en el viejo pueblo de Jorellanos donde fue mal tratado. Estamos profundamente preocupados por la aserción del Dr. Biscet que dijo que fue golpeado por la cara y los hombros, pateado en los tobillos, y quemado con un cigarrillo en su codo y que fue forzado a desnudarse, y amenazado con detención más larga si mantuvo su envolvimiento con actividades políticas de oposición.

También estamos preocupados por la Señora Roque que fue arrestada el 16 de julio de 1997 supuestamente por ser miembra del Grupo de Trabajo de los Disidentes Internos para el Análisis de la Situación Económica a Social cubana. Somos conscientes que ella fue cargada con sedición el 15 de octubre del 1998 y dictada la sentencia de cinco años de prisión después de haber estado detenida un año sin cargo o pruebas.

Es nuestro conocimiento que en septiembre, Marta Beatriz Roque fue cedida de un hospital militar donde fue tratada por dolencias del estómago a una "casa de descanso" manejada por oficiales estatales de seguridad. Tememos que la transferencia fue realmente para prevenir que la Señora Roque tenga contacto con otros disidentes y miembros de la prensa.

Quisiéramos recordarle que la detención y el mal tratamiento del Dr. Biscet y la detención mantenida y el reacomodamiento de la Señora Roque constituyen violaciones serias de los derechos humanos promulgados en la Declaración Universal de Derechos Humanos (adoptado sin oposición por la Reunión General de Naciones Unidas en 10 1948 de diciembre), incluyendo el derecho a la vida, la libertad, y la seguridad de la persona, y el derecho a la libertad de conciencia, y la religión.

El Comité le pide al gobierno cubano que emprenda una investigación total e imparcial de la tortura y el maltratamiento del Dr. Biscet. Urgimos que usted libere a la señora Roque por ser una prisionera de conciencia y por estar aquejada de mal salud. Demandamos que hasta que la Señora Roque no este liberada sea devuelta a la Prisión Manto Negro donde sus condiciones de vida son mejores.
