Letter of Appeal from the AAAS Committee on Scientific Freedom and Responsibility

The American Association for the Advancement of Science (AAAS) is the largest organization of natural and social scientists in the United States and the world's largest federation of scientific organizations, with 143,000 members and 275 affiliated groups. Our AAAS Committee on Scientific Freedom and Responsibility was formed in 1976 to protect the human rights of scientists and to deal with issues relating to scientific freedom worldwide.

On behalf of the Committee, we are writing to express our serious concern about the murder of Professor Dario Betancourt Echeverry, whose body was found on 2 September 1999 in a rural area outside of Bogota. The Committee previously wrote to you expressing concern about his disappearance on 30 April 1999.

Professor Betancourt was head of the social sciences department at the National University of Educational Sciences and a well-known specialist on violence. He was reportedly kidnapped for politically motivated reasons, presumably by Colombian paramilitaries. The Committee is also aware of attacks against researchers working on human rights issues in Colombia, including the murder of Professor Henao, an anthropologist and director of the Institute of Regional Studies at the University of Antioquia.

It is our understanding that human rights organizations have reported serious human rights violations and violence in Colombia. These systematic human rights abuses have reportedly included extrajudicial executions, "disappearances," torture and arbitrary arrest. We have also been informed that armed opposition groups have resorted to kidnapping and hostage taking while members of Colombian security forces and their paramilitary allies participate in human rights violations with impunity.

We would like to point out that the murder of Professor Betancourt constitutes a serious violation of international human rights standards, including the protections listed in the Universal Declaration of Human Rights as well as the International Covenant on Civil and Political Rights and the American Convention on Human Rights, both of which have been ratified by Colombia and emphasize the right to life, liberty, and security of person.

The Committee calls on the Colombian government to undertake a full and impartial investigation into the kidnapping and violent death of Professor Betancourt. We urge you to publicly disclose the results of the findings and assure academics and the Colombian public that those responsible for the death of Professor Betancourt and other scholars will not go unpunished and that measures will be taken to prevent such tragedies. We thank you for addressing our concerns.

La AAAS, con 275 organizaciones científicas afiliadas y 143,000 miembros individuales, es la organización mas grande de científicos en Estados Unidos de América y la federación de organizaciones científicas mas grande del mundo. La AAAS publica la revista Science y se preocupa no sólo de los problemas directos de la ciencia sino también del papel de la ciencia en el mundo, así como de los derechos y las responsabilidades de los científicos. El Comité para la Libertad y Responsabilidad Científica de la AAAS, formado en 1976, vela a nivel mundial por la defensa de los derechos humanos de los científicos, incluyendo ingenieros y profesionales de la salud. El trabajo del Comité se basa en la Declaración Universal de Derechos Humanos, adoptada por las Naciones Unidas en 1948.

En nombre del Comité nos dirigimos a usted para hacerle saber nuestra preocupación sobre el asesinato del Profesor Dario Betancourt Echeverry, cuyo cuerpo fue encontrado en el 2 septiembre 1999 en un área rural en las fueras de Bogotá. El Comité previamente le escribió expresando preocupación acerca de su desaparición en el 30 abril 1999.

El profesor Betancourt fue jefe del departamento de ciencias sociales en la Universidad Nacional de Ciencias Educativas y fue especialista en la violencia social. Él fue supuestamente secuestrado por motivos políticos, probablemente por paramilitares colombianos. El Comité se da de saber de otros ataques en contra de investigadores trabajando en asuntos de derechos humanos en Colombia, incluyendo el asesinato de Profesor Henao, un antropólogo y director del Instituto de Estudios Regionales en la Universidad de Antioquia.

También hemos recibido información de organizaciones de derechos humanos que han reportado violaciones serias en Colombia. Estos abusos sistemáticos de derechos humanos supuestamente han incluido ejecuciones extrajudiciales, "desapariciones," tortura y arresto arbitrario. También hemos sido informados que grupos armados de la oposición han recurrido al secuestro y el rehén mientras que miembros de las Fuerzas Armadas colombianas y sus aliados paramilitares participan en violaciones con impunidad.

Quisiéramos recordarle que el asesinato del Profesor Betancourt constituye una violación seria de normas internacionales de derechos humanos, incluyendo las protecciones listadas en la Declaración Universal de Derechos Humanos así como en el Convenio Internacional de Derechos Civiles y Políticos y la Convención Americana de Derechos Humanos, cuales han sido ratificados por Colombia y enfatizan el derecho a la vida, la libertad, y la seguridad de la persona.

El Comité le pide al gobierno colombiano que emprenda una investigación total e imparcial del secuestro y la muerte violenta del Profesor Betancourt. Urgimos que públicamente revele los resultados de la investigación y asegure a los académicos y al público colombiano que los responsables de la muerte del Profesor Betancourt y otros investigadores no quedarán impunes.
