Letter of Appeal from the AAAS Committee on Scientific Freedom and Responsibility

The American Association for the Advancement of Science (AAAS) is the largest organization of natural and social scientists in the United States, and the world's largest federation of scientific organizations, with 143,000 individual members and 282 affiliated groups. Our AAAS Committee on Scientific Freedom and Responsibility was formed in 1976 to protect the human rights of scientists and to deal with issues relating to scientific freedom worldwide.

We are writing to you on behalf of the Committee to express our concern regarding charges brought against four leaders of the Internal Dissidents' Working Group for the Analysis of the Cuban Socio-Economic Situation (GTDI), engineer and physicist Felix A. Bonne Carcases, economists Vladimiro Roca Antunez and Maria Beatriz Roque Cabello, and attorney Rene Gomez Manzano. The Committee has learned that the four were charged with sedition on 15 October 1998 and that prosecutors are seeking a six-year sentence for Roca Antunez and five-year sentences for the others.

The Committee is concerned that according to the Cuban Criminal Code, sedition includes nonviolent opposition to the government and that the four, arrested on 16 July 1997, have been detained for fifteen months without charge or trial.

It is our understanding that the four dissidents were arrested for their leadership role in GDTI. We have received reports indicating that several members of the group were arrested for a short period of time (hours or days) on 27 June 1997 following a press conference in which they criticized an official document entitled "The Party of Unity, Democracy and the Human Rights We Defend."

It is our understanding that the four leaders were sent to separate prisons where they were subjected to extremely poor prison conditions and held with convicted violent criminals. We are disturbed by reports indicating that Ms. Roque Cabello, who suffers from ulcers and other ailments, has reportedly been released from a military hospital, where she had been held since June 1998, and denied adequate medical attention. We believe that she is currently being held in Manto Negro Prison. We also fear that Roca Antunez, who is reportedly being held in Ariza Prison, has not received proper medical attention for his high blood pressure and visits from his family have been restricted.

The Committee has previously expressed concern regarding Dr. Bonne Carcases, who was among twenty university professors fired for signing and submitting an open letter from Cuban professionals to an Ibero-American summit meeting, calling for the "universal right of free expression of all Cubans."

We would like to point out that the detentions of Felix A. Bonne Carcases, Vladimiro Roca Antunez, Maria Beatriz Roque Cabello, and Rene Gomez Manzano constitute serious violations of the right to life, liberty, and security of the person; freedom from arbitrary arrest, detention or exile; and the right to freedom of opinion and expression. These rights are listed in the Universal Declaration of Human Rights, which was adopted without opposition by the United Nations General Assembly on 10 December 1948.

We call on your government to immediately and unconditionally release Felix A. Bonne Carcases, Vladimiro Roca Antunez, Maria Beatriz Roque Cabello, and Rene Gomez Manzano on the grounds that they are prisoners of conscience. We urge you to see to it that Maria Beatriz Roque Cabello and Vladimiro Roca Antunez receive adequate medical attention.

We also ask that you provide information about their current physical and legal status.

La AAAS, con 282 organizaciones científicas afiliadas y 143,000 miembros individuales, es la organización mas grande de científicos en Estados Unidos de América y la federación de organizaciones científicas mas grande del mundo. La AAAS publica la revista Science y se preocupa no sólo de los problemas directos de la ciencia sino también del papel de la ciencia en el mundo, así como de los derechos y las responsabilidades de los científicos. El Comité para la Libertad y Responsabilidad Científica de la AAAS, formado en 1976, vela a nivel mundial por la defensa de los derechos humanos de los científicos, incluyendo ingenieros y profesionales de la salud. El trabajo del Comité se basa en la Declaración Universal de Derechos Humanos, adoptada por las Naciones Unidas en 1948.

En nombre del Comité nos dirigimos a usted para hacerle saber nuestra preocupación sobre las acusaciones contra cuatro miembros principales del Grupo de Trabajo de la Disidencia Interna (GTDI), el ingeniero Felix A. Bonne Carcases, los economistas Vladimiro Roca Antuñez y María Beatriz Roque Cabello, y el abogado René Gomez Manzano. El Comité ha recibido notificación que los cuatro fueron acusados de sedición el dia 15 de octubre de 1998 y que el fiscal esta pidiendo una sentencia de seis años para Roca Antuñez y cinco años para los demás.

El Comité considera preocupante que el cargo de sedición incluya actos de oposición pacífica y que el gobierno Cubano haya mantenido a los cuatro científicos presos durante quince meses sin ninguna acusación oficial y sin un juicio.

Entendemos que los cuatro fueron arrestados por sus posiciones principales dentro del grupo GTDI. Hemos recibido informes indicando que varios miembros del grupo fueron presos de corto plazo (días u horas) después de llevar a cabo una reunión con miembros de la prensa durante la cual criticaron un documento oficial sobre la unidad del partido y la democracia.

También entendemos que los cuatro individuos fueron entregados a varias cárceles donde sufrieron condiciones pésimas y donde fueron encerrados con presos comunes. Nos preocupan informes que Roque Cabello está enferma, sufriendo de úlceras y otras dolencias, y que fue desalojada de un hospital militar sin recibir el tratamiento adecuado. También estamos preocupados por el estado de salud de Roca Antuñez, que por lo visto no ha recibido tratamiento por su presión alta y no le han sido permitido visitas de sus familiares.
Anteriormente, el Comité registró su preocupación sobre el caso del Dr. Bonne Carcases, que fue entre otros veinte profesores universitarios despedido por firmar y presentar una carta abierta de los profesores a una reunión iberoamericana demandando el derecho universal a la expresión libre en Cuba.

Quisiéramos recordarle que las detenciones de Felix A. Bonne Carcases, Vladimiro Roca Antuñez, María Beatriz Roque Cabello, y René Gomez Manzano constituyen violaciones graves del derecho a la vida, la libertad, y la seguridad de las personas, la libertad de detención o arresto arbitrario, y del derecho de la libertad de expresión. Estos derechos forman parte de la Declaración Universal de los Derechos Humanos que fue aceptada por la Asamblea General de las Naciones Unidas el 10 de diciembre de 1948.

Le pedimos la liberación inmediata y sin condiciones de Felix A. Bonne Carcases, Vladimiro Roca Antuñez, María Beatriz Roque Cabello, y René Gomez Manzano por ser prisioneros de conciencia. Le rogamos que se aseguren que María Beatriz Roque Cabello y Vladimiro Roca Antunez reciban el cuidado médico adecuado que necesiten.

También le pedimos cualquier información en su disposición sobre el estado físico y legal de los cuatro individuos.
