The Point:

• All officers were implicated, but which were terribly involved, and which peripherally?

• To argue that the decision about which officers to purge was a fair decision, not politically motivated, all officers had to be examined

• Only large-scale methods enable this decision process: case-by-case reviews would never answer the first question
